Building better PLICS
Two great days presenting our approach at the ‘Skills Development Network – Finance and Procurement Conference’ and the ‘HFMA Empowerment and Innovation Day’ in June and July 2024.
Alongside Boo Tse from York and Scarborough Teaching Hospitals NHS Foundation Trust, we demonstrated the value of Supply and Demand based Patient Level Information and Costing.

York & Scarborough Teaching Hospitals implemented PLICS in 2009 and for many years has been a leader in both its development and usage. In the first quarter of 2022 however, we found ourselves with severe resourcing issues. We were in the process of searching for suitable finance support and were beginning the search to replace our long standing and expertly knowledgeable head of Service Line Reporting & Costing. To add additional complexity, we were in the process of building our first model in our new IQVIA Costing software. After an initial recruitment search it was clear we would struggle to find adequate replacements within the timeframes required for delivering the 2022 NCC Submission.
After an extensive review of all options, we approached CareCosting for support. We came to this decision because of the experience of their team and proven track record in delivering NCC Submissions under pressure and at a high standard. Their understanding of multiple costing systems, and their ability to decipher data issues with both speed and quality, reassured us that working with them would de-risk our NCC submission and place us in a position to move forward with confidence and control.
Throughout the project CareCosting proved themselves to be both dedicated and professional, they shared our own high standards regarding costing principles and worked exceptionally well alongside our long-established costing and finance team. Issues and risks were identified and acted upon immediately, ensuring we were able to meet all necessary milestones. Our management team were kept informed with the approach and status and were left satisfied that all decisions were made in a pragmatic and responsible manner.
We were delighted to have completed the preparation of our National Cost Collection ahead of our allocated submission timetable. This facilitated time to validate and improve even further the quality of our submission. CareCosting throughout this process were both supportive and responsive. Our relationship with CareCosting continues to grow and the value they add to our costing strategy will no doubt allow us to achieve our future goals and objectives. We could not recommend CareCosting highly enough and could not have achieved the NCC without their expertise and commitment.
